Trying to identify a spider by its picture is not very accurate, trying to identify a spider in a foreign country from a picture without textbooks showing type of spiders could be considered foolish.
None-the-less. The webbing and the spider hanging upside down is much like cobweb or combfooted spiders in North America. Theridiidae. Body protrusions are more like orb weaver spiders but your spider does not seem to have a central hub on its web which is characteristic of the orb weaver. Both of these families rarely bite and their bite is not known to be particularly painful. But all spiders have venom and any that peirce the skin can cause a allergic reaction in some people.
