Anyone know what this is?

Ive had this for a long time, I remember I found it in my moms old stuff when I was like 13 and I just found it again in my old stuff. I have no clue what it is, my mom said it was a letter opener but I tried opening letters with it and it didn’t work out so good. All I know is that “cusco” Is in Peru. It also looks like it goes on a necklace or something and the bottom where its rounded off looks like it use to be sharp.
