Widener University report aims to reboot recycling
Recycling got off to a big start in Pennsylvania. When Act 101 went into effect in 1990, the commonwealth became the largest state in the nation to require recycling. Six years later, Pennsylvanians were recycling 25 percent of their waste, besting the law’s goal by a year.
